After trying and failing to repeal the Affordable Care Act, President Trump and congressional Republicans set their sights on a tax overhaul package. But he's confident there is momentum building to make it happen by year's end. American companies operating abroad would pay a 10 percent tax on their overseas subsidiaries' profits.
